| Abstract(J) | 国内の交通事故死者数は近年著しい減少傾向にある。これは交通安全基本計画に沿った行政諸施策の総合的成果であると考えられるが、一方では、死者数の減少に対して個々の施策がどのように寄与しているのかは判然としない。ここでは、主に関係省庁の白書や統計データ、等を活用して死者数減少の背景/理由について考察する。 Translation |
| Abstract(E) | The fatalities in traffic accidents have been dramatically decreasing in recent years. It is considered that this is mainly due to the administrative policies adopted by the government agencies; however, it is unclear about how much effect on reducing fatalities each policy has brought. This study tried to clarify the rationales behind such trend, by taking the changes of road environment, human awareness/behavior, vehicle safety technologies popularization, rescue/ambulance system improvement and social situations since 1999, into consideration. The predicted fatalities after 2000 were well agreed with the actual number of fatalities. The primary contributor in reducing fatalities was the seatbelt usage rate increase which can be considered as a typical change of human awareness/behavior. |
