Abstract(E) | This paper analyzes the problems of applying the existing regulatory system, which is based on the assumption of human operation, to machines, and proposes an agile, multi-stakeholder approach to governance design for automated vehicles. The policy recommendation includes: (i)agreement and update of risk scenarios by multi-stakeholder; (ii)ensuring appropriate risk management and accountability by system developers and operators; (iii)establishment of an investigation mechanism to collect information; (iv)Reasonable incentive design through laws, regulations, and liability systems; (v)establishment of an effective remedy system; and, (vi)Allocation of liability through professional ADR. |
