| Abstract(E) | This paper analyzes the problems of applying the existing regulatory system, which is based on the assumption of human operation, to machines, and proposes an agile, multi-stakeholder approach to governance design for automated vehicles. The policy recommendation includes: （i）agreement and update of risk scenarios by multi-stakeholder; （ii）ensuring appropriate risk management and accountability by system developers and operators; （iii）establishment of an investigation mechanism to collect information; （iv）Reasonable incentive design through laws, regulations, and liability systems; （v）establishment of an effective remedy system; and, （vi）Allocation of liability through professional ADR. |
