| Abstract(E) | Based on the 2024 JARI report, this paper re-evaluates MaaS implementation in Japan as of 2026. While institutional frameworks like "Japanese-style ride-sharing" and autonomous driving targets have advanced rapidly, qualitative challenges have emerged: supply-demand imbalances, public anxiety over liability, and a lack of cross-sector governance. The author argues that while the technical and regulatory "vessels" are ready, the "content"—sustainable business models and social acceptance—remains insufficient. To overcome the "deadlock" of profitability, a paradigm shift is required: transition from simple transport integration to a social OS that redistributes external economic benefits across sectors. |
