| Abstract(E) | In 2023, delivery robots, electric kick scooters, and Level 4 automated driving services were institutionalized in Japan, making mixed traffic with pedestrians a practical reality. This paper preliminarily examines ethical, legal, and social issues (ELSI) in such environments, focusing on the dynamic characteristics of personal mobility vehicles (PMVs). It argues that road-space design should consider not only speed and size but also stability, predictability, fairness for vulnerable users, and social acceptance. From the perspective of responsible research and innovation, the paper highlights the need to integrate vehicle design, regulation, and public communication in future mobility systems. |
